Balıkesir Organized Industrial Zone Infrastructure Services

Within the powers granted by Organized Industrial Zones Law No. 4562 and its Implementation Regulation and Building Inspection Law No. 4708, the Zoning Directorate issues building permits to all members beginning construction and occupancy permits to those whose construction has been completed.

The main duties carried out within the scope of Infrastructure Services include conducting the necessary correspondence with relevant institutions and organizations for planning and infrastructure project works; carrying out expropriation procedures; preparing the zoning plan and obtaining approval from the relevant authorities; conducting land setting-out based on the approved zoning plan; providing companies with parcel dimensions and road elevations; commissioning parcel-based geological surveys; reviewing and approving projects and modifications for industrial facilities to be built; following up and concluding building permit and occupancy permit services; and inspecting construction works and preparing reports.

Services

1. Select locations for the formation of industrial parcels in the Zone.
2. Identify areas where industrial parcels will be created.
3. Prepare an information report for the identified area and submit it to the Balıkesir Governorship.
4. Forward the report submitted to the Governorship to the Ministry with a favorable opinion.
5. Submit the required ownership and cadastral information for site selection to the Ministry.
6. Ensure examination of the area proposed by the Ministry.
7. Submit the examined area to the site selection committee.
8. Obtain unanimous approval of the site selection proposal by the committee.
9. Carry out land-use classification changes for pastures in areas approved for site selection.
10. Register previously unregistered areas.
11. Carry out purchase and expropriation procedures for Treasury-owned and privately owned land.
12. File and follow up expropriation lawsuits for land where agreement cannot be reached.
13. Register parcels whose legal cases have been concluded in the name of the OIZ.
14. Prepare and obtain approval for the zoning plan of land where expropriation procedures have been completed.
15. Prepare and obtain approval for infrastructure projects in accordance with the approved zoning plan.
16. Tender infrastructure construction works and supervise the construction process.
17. Carry out zoning implementation (subdivision) and title deed registration procedures.
18. Allocate industrial parcels to applicant industrialists.
19. Review and approve facility projects and issue building permits.
20. Carry out setting-out of permitted facilities and inspect construction works.
21. Issue occupancy permits for completed facilities.
22. Carry out controls and inspections to prevent structures contrary to zoning regulations.
23. Carry out parcel merger and subdivision procedures for industrial parcels when necessary.
24. Carry out all correspondence and follow-up related to zoning matters.

• Open roads in accordance with the zoning plan and construct road substructure and superstructure.
• Construct sidewalks and central medians.
• Pave roads with asphalt and paving stones and carry out maintenance and repair.
• Install traffic signs on roads.
• Carry out snow removal operations.
• Carry out all types of superstructure construction works.
